I haven't played the dreadnought campaign yet, but I've yet to encounter a mission where I couldn't build tier IV units. Right now I have to run around and try to split apart the packs of tier 4 units (or tier 4 units with ) with my inferior tier 3 units because the stat difference between tier 3 and tier 4 is absolutely massive.
